CoC Outreach and Networking
Randy Quinteros
Randy's role is to make sure that people becoming a part of the CoC network can find meaningful ways to participate. Randy assists with community events/tabling, local surveys, focus groups, town halls and other efforts to obtain community feedback.
Randy is also involved in local advocacy committee efforts and assists with local elections to ensure fairness and representation through the Elections Committee.

CoC Outreach and Education
Rayyan Tirmizi
Rayyan's role is to outreach community partners and local community members to join our network and to provide education and information on who is experiencing homelessness locally to create more informed advocacy and understanding.
Rayyan also coordinates our community's local unsheltered Point-In-Time homeless count every January, and supports the Street Outreach and Health Outcomes Committee.

CoC Training and Support
Carrie Garcia
Carrie's role is provide and coordinate training and guidance for all CoC network partners such as shelters, housing programs, street outreach, libraries, and community members.
Carrie's goal is ensure that community stakeholders have the tools and guidance to carry out local initiatives to make progress towards ending homelessness.
Carrie also helps with continuous improvement planning for Coordinated Entry through the CE Steering Committee and training support.

CoC Policy and Planning
Paul LaMarr
Paul's role is to coordinate local governance and policies of the CoC to drive decision-making and approaches to better address homelessness locally.
To help achieve this, Paul monitors whether CoC-funded programs and providing services that are both dignified and cost-effective for people to obtain and maintain housing.
Paul also helps share local advocacy efforts through the Legislative Committee.

LICH Associate Director
Mike Giuffrida
Mike oversees CoC planning staff and is responsible for overall regional systems planning including the CoC annual application, program performance and development, coordination with local, state, and federal stakeholders, homeless reporting and needs assessments.
Mike provides support on CoC strategic planning, governance, policies, and capacity building.
Mike also is involved with monitoring, program performance and the Elections Committee.

LICH Executive Director
Greta Guarton
Greta is the CoC Board Chair, leads coordination with HUD, works on capacity building and grants, and provides oversight for all LICH operations and programs outcomes.
Greta also manages the Amityville Community Center- home to nonprofits working to serve Veterans and people experiencing homelessness or housing instability.
Greta is embedded in key committees on homelessness and overall housing and health for LI, including the Health Equity Alliance of Long Island (HEALI), Welfare to Work Commission, and Long Island Housing Coalition to advance affordable housing development and opportunities on LI.

LICH Director of Support Programs
Jessica Labia
Jessica's role is to carry out local policies and strategies through partnerships, service delivery, case conferencing, and oversight of Coordinated Entry.
Jessica leads and supports various housing navigation programs and staff, including housing-focused street outreach, street medicine, CTI outreach, shelter case management, and assessment/service triage staff.
Jessica was instrumental in the coordination of Emergency Housing Vouchers (EHV) which connected over 300 households with permanent housing and supports.
Jess leads the CE Steering Committee.

HMIS Supervisor
Wayne Scallon
Wayne's role is to administer and oversee the Homeless Management Information System (HMIS) database. This database captures information on over 10,000 unique individuals experiencing homelessness in shelter or on the street each year on Long Island.
Wayne's oversight includes leading a HMIS support team, HMIS governance, HUD reporting, data quality, confidentiality and training.
Wayne also participates in program performance data reviews, and the HMIS Data Quality Committee.
