2023 CoC Funding Awards Announced

Region adds $1.6 million to programs serving people experiencing homelessness

This funding will primarily go towards renewing existing programs aimed at providing permanent supportive housing, rapid rehousing, and transitional to rapid rehousing services. These vital programs, which were initially established and demonstrated their effectiveness, will receive the necessary support to continue their impactful work.

Two new programs added

Congratulations to New Ground and Economic Opportunity Council (EOC) of Nassau for receiving awards for CoC-funded programs for the first time! New Ground was awarded funding for The Grove, a permanent supportive housing program tailored for survivors of domestic violence with disabilities jointly funded by ESSHI. Economic Opportunity Council (EOC) of Nassau received funds for a permanent supportive housing serving households with disabilities.

Local Application Process Overview

According to HUD, "The Continuum of Care (CoC) Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, States, and local governments to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness."

 

Each year, programs seeking CoC-funds to run homeless-dedicated programs must submit an application to the Collaborative Applicant (the Long Island Coalition for the Homeless) to be evaluated and sent as part of the regional application to HUD. The Long Island CoC must objectively rank CoC-funded projects based on their performance in the last year or their project plan for new programs. The Ranking Committee determines the scorecard for all projects, as well applications for new project funds. Projects either fall into Tier I, which HUD typically views as the top priority for funding, or Tier II, which typically places them at risk for funding cuts from HUD. The CoC may also decide to reallocate funds from lower performing projects to create new project or expand higher performing projects.

 

The ranking scorecard for renewal projects is made available prior to the funding round. The local application for funding is released after HUD makes that year's NOFO available.

HUD's Office of Special Needs Assistance Programs (SNAPS) Update 4-5-21

Effective immediately, HUD’s Office of Special Needs Assistance Programs (SNAPS) will use two different listservs on HUD’s website to communicate information developed by HUD/SNAPS concerning:

  • Continuum of Care (CoC) Program;

  • Emergency Solutions Grant (ESG) Programs;

  • Youth Homelessness Demonstration Program (YHDP);

  • Other Notices of Funding Opportunity (NOFO) developed by SNAPS; and

  • Any other information related to SNAPS programs and the work to end homelessness.

 

Information and guidance produced by HUD technical assistance providers regarding SNAPS programs remains on the HUD Exchange and new information will continue to appear.  But documents and communication written by SNAPS will no longer be sent through the HUD Exchange listserv.  Please communicate this information to your homeless organizations, local government contacts, interested stakeholders, etc.
