The Homeless Management Information System (HMIS)

What is HMIS?

The HMIS Lead is responsible for managing the CoC’s Homeless Management Information System (HMIS). They oversee the system’s daily operations, make sure agencies are using it correctly, protect client information, and ensure the data is accurate and useful for the CoC.

Key Responsibilities:

  • Manage the HMIS system and its day-to-day operations.

  • Develop and enforce policies and procedures for how HMIS is used.

  • Recruit agencies and programs to participate in HMIS.

  • Monitor data quality and help agencies correct data issues.

  • Manage the HMIS software contract and work with the software provider.

  • Oversee privacy, security, system updates, and technical issues.

  • Provide training and technical assistance to HMIS users.

  • Ensure HMIS can produce required reports and support the CoC with data analysis.

  • Develop and oversee plans for maintaining accurate data and integrating information from other systems.

Who Participates in HMIS?

HMIS participation is required for all programs funded by Continuum of Care (CoC) and Emergency Solutions Grants (ESG) dollars. Local homeless programs not funded through CoC or ESG may still use the HMIS but are not required to do so. Victims Services Providers, per the Violence Against Women’s Act (VAWA), do not input data directly in HMIS but must use safe and secure comparable databases. Our CoC operates an HMIS using Foothold Technology AWARDS.
