Did HRSA receive any stimulus funding for the Health Care for the Homeless programs?

HRSA has several rounds of stimulus funding for FQHCs- they got the first 100 million out to door to cover costs of dealing with COVID and I think they are on round 2 right now to cover labor, lost labor, expanded testing and covering costs of care in COVID.

Can PHA conduct remote housing inspections like ESG/CoC (specifically as it relates to HUD VASH)?

Short answer is yes (ish). The PIH notice https://www.hud.gov/sites/dfiles/PIH/documents/PIH2020-05.pdf allows for owner self-certification on inspections but these waivers are optional so they will vary by PHA. The owner self-certification is minimum and PHAs can make other requirements so a remote inspection would be allowed if it also came with the self-certification.

Eligibility for Homelessness Prevention Assistance
Homelessness Prevention assistance may be provided to households who meet the criteria under the At Risk of Homelessness definition, or who meet the criteria in paragraph (2), (3), or (4) of the homeless definition and have an annual income below 30% of median family income. Eligibility documentation requirements vary depending on which criteria are met. The difference between the two eligibility categories is that, for Homeless Category 2, the household will lose their housing within 14 days while for At Risk of Homelessness Condition (iii)(C), the household has been notified in writing that their *right to occupy housing* will be terminated within 21 days. Documentation requirements are provided below.
Documentation for Category 2 of the Homeless definition:
Evidence that a household will imminently lose their housing must include a court order resulting from an eviction action that requires the individual or family to leave their residence within 14 days after the date of their application for homeless assistance; or the equivalent notice under applicable state law, a Notice to Quit, or a Notice to Terminate under state law. Acceptable documentation must substantiate that the criteria of Category 2 of the Homeless definition has been met; that is, the household will lose their residence within 14 days. A Notice to Quit or a Notice to Terminate issued under state law does not need to be equivalent to a court-ordered eviction action. However, if there is no reasonable expectation that a household will lose their residence within 14 days as a result of the issuance of a Notice to Quit or a Notice to Terminate, then the criteria of Category 2 have not been met.
Documentation for the At Risk of Homelessness Condition (iii)(C) definition:
Eligibility documentation for the At Risk of Homelessness Condition (iii)(C) definition does not need to be equivalent to a court-ordered eviction action. Acceptable documentation must substantiate that a household’s right to occupy housing will be terminated within 21 days, not necessarily that the household will be required to leave the unit within 21 days. In order to sufficiently document that the criteria for Condition (iii)(C) have been met, other documentation, such as a letter to vacate or notice to quit, must effectively terminate a household’s right to occupy the unit within 21 days. If the documentation provides a way for the tenant to remedy the situation and avoid eviction, e.g., paying the balance, the applicant must lack the ability to meet the terms of avoiding eviction in order to be eligible for assistance.

HUD's Office of Special Needs Assistance Programs (SNAPS) Update 4-5-21
Effective immediately, HUD’s Office of Special Needs Assistance Programs (SNAPS) will use two different listservs on HUD’s website to communicate information developed by HUD/SNAPS concerning:

Continuum of Care (CoC) Program;

Emergency Solutions Grant (ESG) Programs;
-
Youth Homelessness Demonstration Program (YHDP);
-
Other Notices of Funding Opportunity (NOFO) developed by SNAPS; and
-
Any other information related to SNAPS programs and the work to end homelessness.
Information and guidance produced by HUD technical assistance providers regarding SNAPS programs remains on the HUD Exchange and new information will continue to appear. But documents and communication written by SNAPS will no longer be sent through the HUD Exchange listserv. Please communicate this information to your homeless organizations, local government contacts, interested stakeholders, etc.
