What is the Collaborative Applicant?

The Collaborative Applicant, also referred to as the CoC Lead Agency, serves as the primary administrative and operational entity designated by the Continuum of Care to manage the annual federal funding process and support regional governance.

What are the Collaborative Applicant’s responsibilities?

Grant & Application Management

Consolidated Application: Coordinates, designs, and implements a collaborative application process approved by the Governance Board to gather and submit project proposals from local housing and service providers in response to HUD’s annual CoC Notice of Funding Opportunity (NOFO).

Funding Priorities: Collaborates with the Governance Board to set priorities that align with local, state, and federal policies, ensuring maximum resource impact across the region.

CoC Planning Grant: Applies for and manages CoC Planning Grant funds to facilitate administrative and oversight activities.

Governance & Operations Support

Recordkeeping & Compliance: Maintains official CoC records, including governance board documentation, meeting minutes, evidence of the board selection process, and compliance reports, as mandated by federal regulations.

Meeting Facilitation: Collaborates with Governance Board leadership to construct meeting agendas, schedule meetings, and publish public notices. The Collaborative Applicant is expected to hold at least one annual meeting of the full CoC membership.

Membership & Voting Operations: Manages membership registration, evaluates annual voting eligibility, and oversees both in-person and electronic voting protocols. The Collaborative Applicant must issue a public invitation for new members at least annually.
