SUBJECT: URGENT: Immediate Pause on FY2026 CoC NOFO Local Competition 

Overview & Court Ruling 

On Friday, August 7, 2026, the U.S. District Court for the District of Rhode Island issued a summary judgment against the U.S. Department of Housing and Urban Development (HUD) regarding the FY2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). As part of this ruling, the Court officially ordered HUD to vacate the current issuance of the FY2026 CoC NOFO. Read full decision here

Immediate Impact on NY-603 

In light of this federal ruling, the NY-603 Continuum of Care is immediately pausing all local funding competition activities and deadlines. 

  • Local Submissions: No further local application materials, project ratings, or ranking reviews will move forward under the current NOFO guidelines. 

  • Staff & Administrative Hours: We recognize and deeply appreciate the substantial time, energy, and resources your organizations have already invested in drafting and preparing local project applications. 

While this disruption creates temporary uncertainty, the Court’s decision ultimately serves to safeguard essential funding structures and protect the vulnerable individuals and families our collective programs serve from facing destabilization or returning to homelessness. 

Next Steps & Communication 

We are closely monitoring communications from HUD, the National Alliance to End Homelessness, the National Homelessness Law Center, and other key partners regarding HUD’s expected response, potential appeals, or the re-issuance of a revised NOFO. 

  • Further Guidance: We will issue updated instructions and a revised local competition timeline as soon as HUD provides formal clarification.
