Continuum of Care Committees
Continuum of Care (CoC) committees play a crucial role in addressing homelessness by focusing on specific aspects of the issue. These committees are tasked with tasks such as assessing community needs, coordinating services, evaluating program effectiveness, and advocating for policy changes. By bringing together stakeholders from various sectors, including government agencies, service providers, and community organizations, CoC committees work collaboratively to develop and implement strategies to prevent and end homelessness in their respective communities.
Street Outreach and Health Outcomes (SOHO) Committee

Ensure partner coordination to best address the needs of those living unsheltered

Committee members can include street outreach teams, homeless drop-in centers, police/enforcement, hospital/health systems, immigrant advocacy, and local legislators
-
Meets quarterly

May establish working groups for specific tasks, such as PIT count planning
CE Steering Committee

Ensure that the CoC maintains a CE process that meets HUD requirements and the needs of those experiencing homelessness

Make recommendations to the CoC GB on written standards, policies, and procedures for CE
-
Ensure that the CE process is evaluated annually and make recommendations to GB for improvement based on the results of the evaluation

Rolling member enrollment (non-elected)

Should include representatives of groups such as CE staff, shelter staff, street outreach staff, DSS, and people with lived experience (including survivors of domestic violence).

CoC Ranking Committee

Develop a ranking scorecard for the annual CoC funding round based on the Governance Board (GB) approved guiding principles

Implement the GB approved rating and ranking process

Create a priority listing of projects to present to the CoC membership for approval

CoC-funded programs and programs currently applying for CoC funds may not participate on this committee

CoC Elections Committee

Review matters directly related to the CoC GB selection process and the appointment or election of CoC GB members

Review, update, and approve the CoC GB selection process at least once every 5 years

Serve as arbiter on issues related to CoC GB member conflicts of interest

At-large Governance Board members may not serve

Provide general advocacy on behalf of the CoC to support CoC goals, priorities, and strategies.

Inform the CoC GB on pertinent legislative issues that may potentially affect the CoC

Data Quality and System Performance Committee

Review how the CoC can capture data more accurately in order to inform regional needs, identify trends, and appropriately prioritize households for CoC and other resources

Identify areas of poor data quality and create solutions

Review how data impacts key HUD reports (Point-In-Time, Housing Inventory Count, LSA, SPM, etc.)

Assist in the expanded use of HMIS to better capture local needs
-
Make recommendations to the HMIS administrator relating to HMIS governance and policy changes
-
Evaluate the CoC Collaborative Applicant and HMIS lead
-
Create a local monitoring tool and process
